Urban October | The complex present and future of urban centres

As urbanisation continues to surge, especially in the Global South, it is essential to address the myriad issues that contemporary cities face. The recent EADI/CEsA Lisbon Conference provided a platform to consider urban challenges and possible solutions. Tazviona Richman Gambe and Betty Adoch attended three panels, each with thought-provoking discussions on different urban issues.

City growth processes and outcomes

African cities are struggling with political and governance challenges emanating from the scale and nature of urbanisation they are experiencing. Urbanisation in most cities has been rapid and unproductive.  The local municipalities are not able to provide adequate municipal services. On the other hand, the urban poor cannot afford the municipal services. In their desperate efforts to generate livelihoods and become self-reliant, the urban poor adopt solutions that mostly violate the rules and regulations governing cities. This has resulted in widespread contestations for accessing and using urban services, resources and spaces. The emergence and growth of unplanned settlements have become a common feature of African cities. The access to and use of residential or commercial spaces has become a negotiated and fraught process involving various state and non-state actors. An attempt to enforce order in unplanned settlements or business places is met with protests and political battles involving the informal settlers/traders, their unions and state authorities. Owing to this, militaristic policing has become one of the common modes of governance adopted in cities to deal with urban poverty, migration and crime. The ‘attack and retreat’ form of policing adopted to enforce order and harmony in cities has become the normal rhythm of city life and everyday contestations that residents must endure.

The migration-urbanisation-conflict nexus

Political and economic crises are increasing, especially in countries in the Global South. The massive displacements of people caused by these phenomena have mainly shaped the scale of urbanisation unfolding in some cities. Conflicts usually occur between the displaced people and the residents of the receiving urban centres as the two groups fight for access to and use of urban land and other services. For example, armed conflicts are associated with massive displacements of civilians from their villages into urban centres, triggering rapid urbanisation driven by the establishment of numerous internally displaced camps. The displacements, coupled with the influx of international migrants, intensify land ownership disputes in various cities. Besides land disputes, the battle for the control of economic resources is also widespread in cities receiving many migrants. Residents usually dominate their cities’ economic, social and political life but feel threatened when migrants become equally involved. This results in competition for economic resources and opportunities that, in most cases, cause resentment among residents. In some cities, the competition for economic opportunities and resources has led to xenophobic violence, with the residents targeting mainly foreigners. This created divisions based on nationality, undermining the spirit of unity in diversity.

Climate change & urban resilience

Another salient theme focused on how climate change increasingly threatens cities in both the Global North and South, with a rising incidence of heat waves whetting the need for urban resilience and improved responses from citizens, governments and the private sector. Discussions stressed the need to seek interventions for reducing the adverse effects of heat waves, especially among vulnerable urban populations like the elderly, sick and refugees. Although there is still little preparation for extremely hot events in some cities, vulnerable urban groups benefit from bottom-up integrated approaches to improve the understanding of heat waves and adaptation strategies. Some strategies adopted include public cooling centres, green roofing and sunscreen use, although not everyone can access these due to cost or institutional barriers. Experiences have shown that real and speculative possibilities should inform urban resilience strategies. This enables various actors, including citizens, governments, and private sectors, to better prepare for future extreme heat waves. The spatial distribution of cooling centres and accessibility to transport and mobility are vital determinants of citizens’ resilience to excessive heat. However, inequalities (income, race and age) must be addressed to improve citizens’ adaptive capacities.

Urban futures: can cities offer solutions to global challenges?

The future of cities is a complex and evolving landscape shaped by numerous factors, including technological advancements, demographic shifts, environmental concerns, and social changes. To thrive in the coming decades, cities must address many challenges by improving service provision, enabling resource sharing, and improving local infrastructures. For example, cities will need to prioritise green spaces, urban forests, and sustainable transportation systems to mitigate the effects of climate change and improve air quality. Transitioning to renewable energy sources and improving energy efficiency will be crucial for reducing carbon emissions and, ultimately, the cities’ environmental footprint. The Internet of Things will enable cities to optimise traffic management, reduce energy consumption, and enhance public services through real-time data and connectivity. High-speed, reliable connectivity will be essential for smart city initiatives, enabling autonomous vehicles, telemedicine, and improved communication. Apart from that, advanced energy distribution systems will enhance grid reliability and support the integration of renewable energy sources. Addressing housing affordability through policies and innovative construction techniques is necessary to ensure diverse populations thrive in cities. Equally important are entrepreneurship and innovation hubs that can attract talent and drive economic growth, especially in the Global South. Cities need to plan for resilience against natural disasters through investing in flood protection, early warning systems, and disaster recovery plans. However, all these initiatives will not be easily achieved. There is a need for careful planning and improvement of urban governance through an approach that integrates diverse urban stakeholders to achieve liveable, resilient and sustainable cities.

Urban heteronormativity and the queer city in Brasília, Brazil by Juliana Grangeiro

Brazil leads the numbers when it comes to LGBTQ+ death rates. Stories of prejudice against LGBTQ+ persons dominate newspapers and social media daily. But what about Brazilians building local social spaces of resistance and joy? Looking at the urban context of Brasília for my MA research, I talked to its residents to discover how spaces for inclusivity and innovation enriching queer lives are created and experienced.


In a country where hate speech and homophobic/transphobic crimes are on the rise, queer lives are constantly threatened. Often, LGBTQ+ youth in cities find public space to be the liberating environment they are denied in their family’s house. But in 2017, every 19 hours one LGBTQ+ person died in Brazil, 56% of them in public spaces and 6% in privately owned establishments.

The right to walk about freely in the city, to gather, and to perform multiple genders and sexualities (according to Judith Butler’s concept of gender performativity) are often denied. But in the urban context of a highly planned city, Brasília, a segment of inhabitants are challenging the heterosexist tools of urban planning and the homophobic society.

Brasília: the reach for development

Designed and built during the 1950s, Brasília represents the country’s shift from agriculture to an industrial economy. Its modern architecture and planning were made to represent (economic) progress. Under this premise, an egalitarian city was built for an unequal society, producing dichotomies that are still deeply rooted. Poverty was made invisible through structured geography and anyone beyond the white middle-upper class spectrum was further marginalised.

Why Brasília?

In a highly-planned context such as Brasília, state regulation is extensive; the city has a strong law enforcement unit focusing on noise made at night. Since 2008, with the popularly known “Silent Law”, dozens of restaurants, bars and clubs have been fined or closed due to “noise pollution”. The right to party and to gather as one form of our civic freedom is often denied and culture is easily framed as the enemy to life quality. In this highly regulated context, I investigated how non-normative lives and transgressive bodies were occupying places they were usually denied while also changing the social cityscape.

Having lived in Brasília for seven years, I witnessed initiatives led by its inhabitants to reclaim the city. Counterbalancing its large avenues, monumental scale and cars, people are following global city trends and re-signifying the city’s spaces. I went back to the concept of the right to the city by David Harvey to see how people “are changing their lives by changing the city”. I also saw the nuances within the different identities within the movement, focusing especially on class and gender within the queer community.

The homonormative, classicist, and misogynist city X the queer city

Among most of the research participants there is a consensus: producers and organisers are building diverse spaces. They want to move post-identity politics beyond and within the movement. According to interviewed producers, they have never claimed to be LGBTQ+ exclusive. They attracted diverse sexualities and genders by making sure to use an inclusive neutral language and equal prices.

Most of them are escaping what they called the “GGG movement” (the gay upper-class white man). Nonetheless, social segregation is also reflected within the LGBTQ+ community. For those coming from the outskirts and having a lower social economic background, challenges are still multiple. First, they have further infrastructural challenges to reach the central Queer spaces and have fewer options in their neighbourhoods. While some might find it safer to go out in the city centre in order to avoid meeting family members, they must save money to afford such a luxury. Meanwhile, they also face further social stigma coming from those of the upper social class.

Challenges are also constant for women. In the gendered urban experience, they are systematically targeted.  One of the research participants evidenced how, after two years of constant persecution, she closed her venue facing multiple charges on noise pollution and fees of thousands of euros in a process filled with misogyny and lesbophobia. Another (cis female lesbian) participant faces the backlash of trying to change a historically heteronormative venue into a more diverse one – having a place that isn’t queer enough for the LGBTQ+ community and not heterosexual enough for normative sexualities, leading to the loss of customers. Finally, a third participant shows how, being a trans artist woman, she needs to “put herself out there three times more” to have her work recognised when compared to male cisgender colleagues.

Nonetheless, the stories of those people and their initiatives aim to change their lives by changing the city. Relationships between people in marginalised social groups are reflected in the physical realm – in the landscape, on walls, in party settings. As you walk, pass by or occupy spaces, you change the space; you create shared feelings of belonging and/or community.

Most of them are doing this actively, either by assigning new meanings to abandoned underground tunnels or forgotten buildings and neighbourhoods, or by actively showing their affections in public. Others promote queer identities within the academic environment by promoting and building voguing communities and bringing back the ball culture, such as House of Caliandra.

Through the research we could see that spaces previously neglected or overlooked are now transformed and queered by those non-normative bodies, sexualities, and genders. Planning and space heteronormativity are contested daily, either by their lonely bodies navigating through the city or their power when walking in groups (especially during Carnival).

Meanwhile, Brasiília’s queer scene seems to be evolving slowly from the gay white patriarchy. Beyond the urban heteronormativity, those that do not qualify under homonormativity might still face segregation in those spaces. The strong incipient movement led by women, trans, and non-binary genders still has room to grow and truly queer the city and its bodies.

Emancipatory education in practice: perspectives from Rio de Janeiro’s favelas by Veriene Melo

Emancipatory education is a platform to humanise and redefine the educational process in liberatory terms. Linking theory and practice from this lens can help us explore the role of education as a crucial instrument in the struggle for social change in communities at the margins.


An eye towards liberatory pedagogic practices

The more that traditional schools focus on “one-size-fits-all” curriculums meant solely to prepare individuals for the market, the more they detach themselves from local needs, knowledges, and values. A lack of exposure to critical content about social, economic, and political contradictions in formal education limits people’s ability to challenge the status quo and their attempts to rupture existing hegemonic arrangements.[i] [ii] Moving away from top-down approaches concerned with promoting modernisation processes and exposing notions of oppression and existential violence as authentic and ever-present, emancipatory education advances pedagogic practices that seek to empower individuals to think critically and act upon social and structural inequalities with the aim of transforming their lives and communities.[iii] [iv]

Conceiving education as a cultural act and a two-way process between educators and students based on the co-production of knowledge and critical dialogue, the framework is closely linked to the demands of the community and departs from the experiences and capabilities individuals bring with them to learning spaces. Due to its often more autonomous nature, emancipatory education invites us to embrace non-formal educational platforms as more inclusive learning sites where counter-hegemonic discourses and actions can flourish.[v] From this perspective, the work of civil society organisations can become a source of empowering possibilities and access to democratic life. Results from a case study of a youth program in the favelas of Rio de Janeiro, Brazil help us bridge the framework’s theoretical and practical dimensions with processes, methods, and experiences reflecting real-world practices.

Realising the potential of favela youth

In the over 750 favelas scattered across Rio de Janeiro, crime and the permissiveness of violence—combined with the chronic lack of services, deep socio-economic deprivation, and a culture of marginalisation of the poor—have, for much of the city’s recent history, confined the majority of its 1,4 million residents to invisibility and intense social exclusion.[vi] As a result, favela youth face serious structural barriers that undermine their social and economic mobility, including exposure to poverty, difficulties moving up the educational pipeline, limited work and income opportunities, and the lack of access to platforms for cultural affirmation. Youths, in particular, are more likely to be out of school and work and are disproportionately impacted by lethal violence and police brutality.[vii]

Within this context, the Networks for Youth Agency program (hereby: Agency)[viii] promotes a capacity-building methodology that supports mostly black and low-income favela youths aged 14-29 in leading actions of social impact by encouraging their protagonism and artistic production. Since 2011, the program—which is now financed by the Ford Foundation and inspires a similar initiative in the UK[ix]—has engaged over 2,500 young people from dozens of Rio favelas, incubating 180 original projects. For a period ranging between two and four months,[x] participants are introduced to several educational instruments meant to stimulate them to cultivate their interests, exercise their analytical and critical thinking skills, and draw from their social history, lived experiences, and cultural identities to advance their ideas.

Linking theory and practice in emancipatory education

An in-depth analysis of Agency points to three aspects of the program’s methodology that are particularly reminiscent of a Freirean emancipatory education. The first involves situating participants as agents of community transformation. Approaching young people as potent individuals and changemakers, the program provides participants with instruments to formulate and carry out initiatives that bear a potential territorial impact, placing them at the heart of local development processes in favelas. The result is an assembling of diverse projects that manage to reach hundreds of residents. From strategies to promote women’s empowerment and youth conflict resolution, to platforms to address education, work, and urban transportation challenges, these localised actions are mechanisms of positive social regeneration that help create a counter-narrative to dominant discourses about favelas and its young residents, which tends to be driven by assumptions of criminality and precariousness.

The program’s bottom-up approach to community development brings us to its second emancipatory education-related dimension of contextualised learning and praxis. The various instruments and exercises applied in the methodology integrate the interests, realities, and demands of young people, creating a dynamic and interactive platform that attract participants to join the learning process as active subjects rather than passive objects. It is, therefore, by first contextualising education to the lifeworld of young people and respecting their dispositions and abilities that Agency can stimulate participants to draw from elements of their social and physical world to advance context-sensitive initiatives that are based on community conditions, resources, and everyday practices.

The third broader linkage to emancipatory education has to do with the adoption of an educational model based on reflective practices and critical dialogue. Agency educators stimulate participants to think critically about their place in the world, their life conditions, and different issues impacting their communities. The advancement of tools that promote a critical analysis of dominant discourses and unequal social structures is, however, meant to go beyond supporting young people in the process of broadening their political conscience and social critique, to encourage them to use that reflection to realise their potential for social engagement by envisioning solutions.

A platform of possibility in efforts to transform education

Conclusions from my analysis of Agency points to opportunities for emancipatory education to play a key role in efforts to capacitate, empower, and more actively engage youth in local development processes via non-formal educational platforms in communities at the margins. The study inevitably also reveals great and multifaceted challenges. For instance, the program must grapple with a series of operational and methodological constraints as well as obstacles pertaining to the social context where it operates. Also, as an incrementalist strategy, there can be no guarantee that Agency’s outcomes are long-lasting—which does not diminish its transformative significance in particular settings and at a particular points in time.

In all, despite its shortcomings, emancipatory education remains a relevant platform of inspiration and hope as we dare reinvent education moved by hopes for social justice and equity. Ultimately, exploring the personal experiences of participants and the local impact of provisions that are helping young people in poor and violence-stricken communities tap into their potential, cultivate a more critical reading of their world, and become agents of social change, is an important step in efforts in identifying and supporting transformative pedagogical initiatives that are bottom-up not only on paper, but also in essence and practice.
