Border communities in Nigeria continue to remain unsafe: Are border security forces to blame?

Imeko border town remains a significant border area in Nigeria, due to the sizeable economic activity that is carried out there, which contributes to the country’s revenue base. However, despite the economic benefit that the border area provides Nigerian states, it remains marginalised and in a state of heightened insecurity. This article argues that the large presence of various Nigerian security forces, has in no way, ameliorated the security situation in the border area. However, this anomaly can be addressed if proper monitoring of the border area is carried out by relevant authorities.

Marginalisation of border communities in Nigeria: the case of Imeko

Globally, border communities have a long history of marginalisation. These are communities situated on the edge of formal states. Inhabitants of these communities continue to remain the victims of various forms of criminality that occur at the borders, mostly because of a lack of police presence or failure of the security personnel posted to such locations to perform their duties. In Nigeria, border communities have faced various forms of marginalisation, which results mainly from the lack of basic infrastructure like schools, hospitals, health care facilities, potable water and, importantly, protection. Border regions in Nigeria are notoriously dangerous due to cross-border criminalities ranging from smuggling and trafficking activities to the presence of terrorist organisation i.e. the Boko Haram mainly found in the North-Eastern region of the country.

A case in point is the border town of Imeko in Nigeria. Imeko is a traditionally recognisable Yoruba town densely populated  in southwest Nigeria, close to the country’s border with Benin. Most of its inhabitants are farmers, hunters, and traders who take part in predominantly informal cross-border trade (ICBT) activities, otherwise viewed by the government as smuggling, which hence serves as a justification for the deployment, by the government, of a Special Force, known as the Joint Border Patrol, at the border town to curtail such activities.

When I visited Imeko in April 2021 and interviewed inhabitants for my study on the perpetual marginalisation of Imeko border town, it became evident that this border area has been challenged in many ways, ranging from a lack of basic infrastructure to failure to protect the citizens of the border communities. Aside from the fact that they are neglected by the government, there are instances where projects are being approved in the community’s name at the national level, without the community leadership even being informed. As revealed by a local, who was also my guide, the majority of the few schools in the town were built by the community itself before the government took over their management. Yet, these schools are not in good shape, and are short-staffed. An example is the Nazareth High School, where the current Oba[1] of Imeko taught before he became a traditional ruler.

The double burden of marginalisation and violence in Imeko

However, what is perhaps most concerning is how insecure the border area is. Given that Imeko is foremost an agrarian community, the presence of nomadic or semi-nomadic Fulani[2] herdsmen, who roam the region with their cattle, has been a curse according to farmers I interviewed, who claimed that the cattle had destroyed their farmland. Complaints from the people to the security forces stationed in the community about this, and other issues, have fallen on deaf ears, even after the traditional ruler’s interventions. In fact, there have been accounts of complainants being arrested by police officers instead, on the grounds that they are not being accommodating of the Fulani herdsmen, and have also been made to pay for their release from police custody.

While the traditional ruler plays an important role in ensuring that the community mobilises its local resources and strategies to address issues facing the community, the constant state of insecurity puts a strain on the limited resources, given the failure of the police and other security forces, deployed in the border town,  to ensure the security of life and property, and  the prevention of various forms of cross-border criminalities. For example, Figure 1 and 2 below, show burnt vehicles and motorcycles, often used by the local guards when on a search mission for kidnapped persons in the forest.

Without sufficient protection from the police and other security forces in the area, these acts of violence are likely to continue. It is also worth noting that such violence continues even though this border area is heavily securitised by the government due to cross-border activities that are carried out along the borders such as importation, smuggling, and human trafficking. In fact, at the time of my visit, there were more than fifty checkpoints manned by heavily armed security officers along the stretch of road between Kara (an area known for cattle market in Abeokuta), some 90 kilometres away from Imeko border town. This further confirms the assertion by various researchers of the entrenchment of the border guards and security personnel in the potent mix of poverty and corruption that plagues the border areas.

Are border security forces to blame?

Thus, this also raises the question about the role of the security forces towards addressing the issue of kidnappings of innocent civilians in the border area. Can their presence make a difference? Or are they complicit in the kidnappings? On various occasions, community members, traders, and skilled workers have been kidnapped. While some were released after paying huge sums as ransom, others were found dead.

Based on the interviews I conducted, I concluded that despite the presence of security forces, they are not likely to make a difference, as they are only focused on cross-border activities, while completely neglecting the problems that face communities in the border region. One would assume that the presence of the police and other security forces on the long stretch of road, and in the border town, should have brought some level of safety to the people, however, the opposite has been the case, as the border communities see the deployment of the security forces as part of the problem. Instead of protecting them, the security forces are perceived as aiding and engaging in smuggling activities themselves. According to some locals, while the locals who go to buy items such as rice, cereals, and vegetable oil for personal consumption across the border are stopped by security operatives and their items are confiscated, smugglers are known to offer and pay bribe to the same security forces, sometimes right in the presence of the locals, and are then allowed to drive off with impunity.

Moreover, most robbery and kidnappings happen on the road which is manned by heavily armed security operatives. According to one kidnapping victim, who had been kidnapped in 2019, he was not only dispossessed of huge sum of money which he went to withdraw in Abeokuta, but he was also a witness to women being sexually assaulted, by those he identified as Fulani herdsmen. Therefore, the people in the border communities feel that if this has been happening over the years, and it has not been addressed, then the presence of the security forces manning various check points on the road is futile.  During my time in Imeko, I also observed that as you move into the border town, immigration officers who check foreigners, mostly Fulani, were willing to take bribes from those who did not have any official identification. Even at the checkpoints for items such as rice, cereals, and vegetable oils, officers demanded bribes from the drivers and traders, and if they were unable to pay the bribe, their items were confiscated.

The way forward: what can be done?

The role of security agencies in border communities, therefore, cannot be overstated. As it stands, the communities have lost hope in the ability of the police and security forces deployed in their communities to secure life and property as they are perceived to only come in and engage in activities for personal gains. It is important to note here that this feeling is in no way different from what has also been documented in Nigeria cities. The people do not feel safe as police officers continue to extort money from them. This shows that there is a fundamental structural problem vis-à-vis the salaries/ wages of security personnel, which if paid on time and are a liveable wage, might also motivate them to do their job diligently and objectively. Security experts and concerned citizens have in the past, and continue to this day ,raise and stress this issue for the government to investigate and address.

It is in this light that I would equally add to their voices to say that it is imperative for the federal government to address this concern, as it is the common populace, and often those most vulnerable, who are bearing the brunt. The government, through coordination and leadership of various security organisations, must strictly monitor the activities of officers posted in the border area. In the case where special forces are deployed specifically for curtailing smuggling activities, they must be utilised and enforced to maintain and ensure security and order in the community, rather than waiting for special intervention from the state whenever there is a case of violence and kidnapping. Only when such measures are implemented with urgency, will the border communities, such as Imeko, be safe, and their confidence restored in the ability of the government to protect them.

Will Colombia ever witness peace?

The most recent wave of state violence against Colombian citizens that culminated in the killing of 47 demonstrators during a single week of protests taking place across the country is extremely worrying given the massive human rights violations it signifies. Yet far from being an isolated episode, the events that recently transpired are rooted in a deeper socio-economic and political crisis that has been exacerbated by the COVID-19 pandemic. State violence that has plagued the country for so long can be interpreted as the expression of institutional imbalances and may signify a worrying move toward securitisation – one that should be avoided at all cost.

As a country known for having undergone decades of social unrest and political tensions, Colombia has been hurled back into the spotlight in the past two weeks as police and military forces cracked down on protesters. A current national strike against a tax reform starting on 28 April – aptly called 28A – has since escalated massively, leading to international calls for peace as repression fuelled further protests and tensions. Disturbing and painful images and audio clips of the police shooting demonstrators seemingly indiscriminately in different Colombian cities, hitting human rights defenders, and even threatening a humanitarian and verification mission in Cali have now been spread all over the world.

What led to these protests?

The answer is not straightforward. On 5 April 2021, a tax reform was proposed by Ivan Duque’s government. Given the enormous social tensions in Colombia, the proposed regressive tax reforms, through which the upper classes would benefit from tax cuts, and middle- and low-income classes would pay more for public services and consumption, fuelled a runaway fire, leading to a national protest scheduled for 28 April, but lasting much longer. This act of defiance should be interpreted not as a reckless act during a pandemic, but a desperate effort of protesters to protect their own futures. The tax reform proposal was finally withdrawn on 4 May, but only after 31 demonstrators had been killed, 814 had been arbitrarily detained, and 10 cases of sexual violence by police representatives had been reported.

The use of state violence against Colombian citizens is unfortunately not new. The recent round of protests was preceded by a national strike on 21 November 2019 called 21N, which was also met with force. Yet each moment of resurgence of violence is equally devastating for Colombia, a Latin American nation that has been struggling hard to shake its image as politically unstable. What’s more worrying are hints of a move toward securitisation that can normalise violence. Instead of strengthening the independence and capacity of the country’s judiciary and other bodies that are supposed to hold the state accountable for its deployment of force and citizens for the private use of the violence, securitisation would reinforce the vulnerability of social leaders and human rights defenders who play an important role in helping maintain the country’s democratic system and who can press for structural change.

Why is this so worrying?

Besides protesting against a proposed tax reform, Colombian society is using the 28A protests to urge a fundamental change in the socio-economic policies driven by a neoliberal government logic. Young people are advocating for affordable, good-quality, public higher education institutions and access to decent jobs. Workers and pensioners are rejecting the growing ‘flexibiliation’ of the labour market and the increased age of retirement. Public sanitation workers and health workers are asking for better working conditions and better public health care given the strain placed on them by the COVID-19 pandemic. It was never only about the tax reforms. Citizens feel betrayed by a government that does not seem to govern in their interests.

The right to protest (peacefully) to make such concerns heard is thus crucial for many groups across Colombia. Unfortunately, protests have taken place against a backdrop of violence that has haunted the country for decades. Continued state violence against protesters can be linked to the country’s violent history. Repression following the rejection of the 2016 Peace Agreement is also visible in the dramatic increase of other violent events, including recent massacres in rural areas of Colombia fuelled by broken promises of strengthening the state’s civil infrastructure for those residing in rural areas. And after the end of the Colombian conflict, new armed factions have sprung up to dispute the territories formerly controlled by FARC guerrillas. The result has been a predictable resurgence in illegal market activity and violence against civilians. Afro-Colombian, indigenous, and peasant communities are caught in the crossfire or are direct targets.

What’s worse, during COVID-19, the government has demonstrated a growing inclination towards authoritarianism, imposing curfews and militarising control of the lockdown. The pandemic has exacerbated the country’s socio-economic crisis, and both escalating violence in rural areas and lockdowns in cities intensified ordinary citizens’ socio-economic vulnerability. In effect, a decade of social policies to reduce poverty were reversed in a single year given the government’s erratic handling of the pandemic. Reducing ordinary people’s vulnerability and addressing inequalities were simply not priorities for this government. The proposed tax reform was the last straw, signifying to Colombians a government that was not doing its duty to make their lives better, both when it comes to the safety of civilians and their welfare.

What needs to be explored once the violence has been stopped is whether this inclination toward violent repression signifies the securitisation of state institutions and an even greater risk for social leaders and human rights defenders in the cities and rural areas of Colombia to continue keeping the state accountable. This would be devastating for Colombia, which has long sought peace and freedom, and whose citizens thought that the end of its conflict some five years ago signified a new era in which the state and citizens would be able to co-exist in harmony. The government should also take a long, hard look at whether it is actually actively pursuing peace – recent events seem to indicate the opposite.

Germany is a deeply racist country―stop pretending otherwise

While Germany has been lauded for agreeing to take in 1,700 refugees from refugee camp Moria that recently burned to the ground, the country has been cited as a role model for its rational, yet humane stance toward refugees ever since it took in more than one million people in a single year during Europe’s so-called ‘refugee crisis’. However, within the country a different type of crisis is brewing—one characterized by deep structural and societal racism. Only if Germany and international observers shake the deceptive perception of the country as ‘welcoming’, change can finally happen, writes Josephine Valeske.

Two weeks ago, only days after a ring of right-wing extremists was discovered in the German police force in the state of North Rhine-Westphalia, the police in what can be seen as a PR campaign asked Twitter users to use the hashtag #dankepolizei (‘thank you, police’) to tweet why they are grateful to the German police. The campaign backfired spectacularly. Within hours, there were hundreds of tweets using the hashtag to recount horrific instances of police violence, racial profiling, and verbal and physical abuse, many of them with an explicit focus on racism.

These instances are likely just the tip of the iceberg. Since the Black Lives Matter movement has put racism and police brutality on the public agenda in the USA, police violence has become a hotly debated topic also in Germany and elsewhere in Europe. Left-leaning voices argue that racism in the German police force consists not, as leading police officials and politicians insist, of ‘Einzelfälle’ ―individual cases, exceptions to the rule―but that it is a structural problem. Despite mounting pressure on the ministry for interior affairs to gauge the extent and urgency of the problem, the German home minister, seen as one of the most right-leaning figures in Merkel’s cabinet, has repeatedly refused to conduct a study enabling a better understanding.

Meanwhile, the ‘Einzelfälle’ keep piling up. As far back as 2011, it became known that a right-wing group calling itself ‘NSU’ (National Socialist Underground) had murdered 10 people between 2000 and 2007, nine of them with Turkish roots. The crimes had been covered up for years by regional police forces and German secret services, partially by blaming the murders on the victims’ families while making use of racist stereotypes. The extent of the state’s involvement in the NSU and the cover up is yet unknown. Last year saw at least 1,664 attacks on refugees or refugee shelters in Germany, as visualised on this map. And on 20 February this year, a right-wing extremist gunman murdered nine people with a migration background and his mother in the town of Hanau.

This is just one form of direct violence driven by racism. Several less visible forms of racism plague Germany society. The question then arises: How come such multi-dimensional racism that has persisted throughout Germany has not been in the spotlight until now?

In White Innocence, Gloria Wekker in a fascinating dissection of racism in the Netherlands argues that the Dutch self-perception as an open, tolerant culture has led to many Dutch people ignoring racism even if it is staring them in the face. In a societal equivalent of “I have a black friend, so I cannot be racist”, instances of day-to-day racism are written off by referring to the Netherlands’ multicultural society. Although Germany’s culture and history are quite different, this observation struck a chord with me. Germany is often praised for how it remembers and deals with the crimes committed under Nazi rule, and a large share of the population likes to believe that it is anti-fascist. We all spent at least a year in high school studying and condemning the Holocaust, reading Anne Frank’s diary, and visiting former concentration camps―so we are obviously enlightened and anti-racist Germans!

This self-perception is wrong and incredibly dangerous. It takes the knowledge about a historical period and its atrocities as proof of a general ‘immunity’ to racist thought and behaviour. Because we know very well what happened in the past, we surely won’t repeat this, this logic goes. But while German education and commemorative culture emphasizes this historical period, others are completely erased. Perhaps only a few German students are aware of Germany’s colonial past and the genocide of the Herero and Nama in what was once German South West Africa (today’s Namibia), for example. This intentional forgetting has been labelled ‘colonial amnesia’. The German government has yet to answer to Namibia’s call for an official apology and reparations. The point is that Germany is selectively anti-racist and that racism in fact pervades everyday life, rooted in a ‘colonial amnesia’ and denial of structural racism and islamophobia that has persisted, albeit less visibly, after the Second World War.

When it comes to Germany’s supposedly humane refugee policy, Merkel is either lauded or hated for temporarily suspending the Dublin Agreement in 2015 and granting around one million refugees the possibility to apply for asylum in Germany. Whether her decision was indeed fuelled by humanitarian motives or simply a calculated move to combat Germany’s skilled worker shortage, we will never know. The Guardian recently called this Merkel’s “great migrant gamble”, as if the lives of a million people were no more than stakes in a game that could yield positive returns.

German government officials have time and time again emphasised they want to “fight the causes of flight”, leading to dubious development assistance deals that typically benefit the German economy more than the receiving countries – and to the death of thousands. In March 2016, Germany was the driving force behind a deal with Turkey in which the latter country gets paid to keep refugees out of Europe, after which the number of refugees entering Germany decreased considerably. Several such deals have since been made with North African countries like Libya even after full awareness that refugees are being tortured in Libyan detention camps financed with German and EU money. Germany is also a major contributor to Frontex, the European border ‘protection’ and coast guard agency that forces refugees to rely on ever-harder routes to Europe and has reportedly pushed back refugees, which makes it indirectly responsible for the deaths of thousands of people every year in the Mediterranean Sea.

Ironically, if Germany was serious about “fighting the causes of flight”, it should probably shut down its ministry of foreign affairs and its many weapons manufacturing companies first. Looking at the number of persons driven from their homes by wars in which the US and its allies, including Germany, are involved, and at the havoc Germany’s economic policies are wreaking in the Global South, the handful of refugees Germany has ‘accepted’ from Moria seem to be no more than a tool to keep up the country’s appearance as humanitarian and welcoming. Finally, it must be acknowledged that Germany is profiting from and supporting the global division of labour that is at the root cause of systemic poverty and thus causes many forms of migration in the first place.

The first step we can take as Germans is to stop pretending that we’re doing enough and that we’re doing it well, and to critically look at and address the myriad forms of racism originating in the country. We are failing spectacularly at making Germany a safe haven for those who need safety most―and we have the moral obligation to change that.

Reporting or turning a blind eye? Police integrity in Uganda by Wil Hout and Natascha Wagner

Imagine that you are a police officer and witness a close colleague accepting a bribe. Would you report this behaviour or turn a blind eye to it? 600 police officers in Uganda answered similar questions relating to a variety of cases of undesirable police conduct. A series of recent publications by Dr Natascha Wagner and Professor Wil Hout, with ISS alumna Dr Rose Namara, shows that officers who participated in an accountability project were influenced positively in their attitudes towards desirable and undesirable police behaviour.


The arrest of Ugandan musician, businessman and opposition politician Bobi Wine in August 2018 caused world-wide attention to the brutal behaviour of the Ugandan police force. This crackdown on a popular figure in the country added to the already bad reputation of Uganda’s police, which is commonly seen as violent and corrupt.

Democratic theory sees the police, next to the army, as the ‘strong arm’ of the state. These institutions are faced with a ‘paradox of power’: they possess important coercive tools that should be used to protect the state and its citizens, but could also be employed to attack those whom they should protect. For this reason, accountability mechanisms are created to ensure that police behaviour respects the principles of the rule of law. Countries with a robust rule of law mechanism, such as The Netherlands, subject the police to strict political and legal oversight. Police officers who ‘cross the line’ and engage in unacceptable behaviour will likely be punished, although recent reports on the code of silence in the police force in The Hague suggest that this may not always be self-evident.

Similar mechanisms do not apply to the same extent to Uganda, which is widely seen as an imperfect democracy, with many traits of so-called ‘competitive authoritarianism’. The country holds regular elections, but political liberties are seriously impeded by the rulers of the country. President Yoweri Museveni’s regime, which has ruled Uganda since the removal of Obote in 1986, regularly uses the police force to repress oppositional forces that may threaten its hold to power. The recent setup of a Field Force Unit for handling riots and demonstrations, according to some observers, is one example of the militarisation the Ugandan police, and could represent a further step to using the police for regime support.

In this seemingly hostile context, the Police Accountability and Reform Project was implemented by the Ugandese NGO HURINET with the financial help of the Dutch Embassy in Kampala. The project aimed to improve relations between civil society, the media and the police by organising dialogues, and inform the public about the work of the police. These activities were meant to strengthen police accountability mechanisms.

The evaluation department of The Netherlands Ministry of Foreign Affairs brought in a team from ISS to assess, among others, the police accountability project. The ministry was interested to see to what extent its ‘good governance’ policies in various countries had been effective. Our aim in relation to the project on police accountability was to estimate whether it impacted the attitudes of Ugandan police officers. We concluded that the project in all likelihood contributed positively to the attitudes of police officers regarding desirable and undesirable police activities.

Our research project consisted of different activities. One important element was a survey among a large group of police officers, drawn from districts across Uganda, with the help of a dozen cases of police behaviour. Based on earlier research on police integrity, we let police officers evaluate a variety of cases (or ‘vignettes’), among others relating to police officers who take bribes, steal from a burglary site, and refuse to record a complaint about torture by one of the officer’s colleagues, and, to a District Police Commander who orders a violent response to a demonstration, leaving 20 people dead. Police officers who participated in the project appeared on average much more critical about the misbehaviour depicted in the cases, while they were also more likely to report a colleague for misbehaving. They were more inclined to see the behaviour as a violation of official policy and were more supportive of disciplinary action against misbehaving colleagues.

Interviews with 23 police officers, selected from the higher ranks, supported the findings from the survey. Overall, officers who participated in the accountability project had clearer ideas about human rights norms, the proper treatment of arrestees and relations with the community. The responses of those police officers were credible signs of the norm-setting impact of the accountability project.

Overall, our findings show that it pays off to engage police officers in discussions about acceptable and non-acceptable behaviour, even in a difficult environment such as Uganda. Obviously, the spreading of norms about police behaviour is just one element in creating a better functioning police apparatus. A shift in attitudes does not necessarily represent a reversal of behaviour, since the latter is influenced by many factors other than attitudes. The accountability project in Uganda demonstrated the usefulness of working with the police, although longer-term collaboration may be necessary for achieving permanent results. This may be an important lesson for improving police operations in other countries where accountability and rule of law are a concern.

Wil Hout is Professor of Governance and International Political Economy at the International Institute of Social Studies (ISS) of Erasmus University Rotterdam. His research interests relate to international political economy, regionalism, development policies and issues of governance and development.

Natascha Wagner is associate professor of Development Economics at the ISS. Her research interests lie in international economics, development, health and education. She has participated in various impact evaluation projects and large scale data collections in Africa and Asia ranging from public health to good governance and sustainable development.
